The Sea-Wolves are a decentralized and highly aggressive guerrilla mercenary band that haunts the Crystal Archipelago and the lawless expanses of the Broad Swells. Led by the vengeful half-orc druid Scylla the Scarred, they are the nightmare of every industrialist and merchant in Aethervale. The Sea-Wolves reject the "civilized" technologies of steam and refined Aether, viewing the industrialization of the North and the economic greed of the East as a corruptive blight upon the world's oceans. Their primary goal is the total disruption of global trade and the reclamation of the seas for the "true" predators of the deep.
The Sea-Wolves' tactics are unique and terrifying. They do not utilize traditional ships, which they view as clumsy and unnatural. Instead, they ride domesticated and magically-bound sea monsters, including massive armored hippocampi, giant sea serpents, and deep-water leviathans. These living mounts allow them to strike from beneath the waves, bypassing naval blockades and coastal defenses with ease. Their warriors are often equipped with scavenged gear and weapons carved from the bones of sea beasts, utilizing dark druidic magic to summon localized storms and to command the very currents of the ocean. They are masters of night raids and underwater sabotage, leaving no survivors and taking only what is necessary for their survival.
The Sea-Wolves' deep-seated hatred for the Crimson Company and the Salt Shields has led to countless bloody skirmishes in the Broad Swells. They view Commander Vane's use of black powder and anti-magic technology as the ultimate abomination, and they have placed a massive bounty on Captain Groggan's head for his "enslavement" of the ocean's resources. While they are officially considered pirates and terrorists by the major city-states, the Sea-Wolves are viewed as heroes by some of the oppressed coastal communities who have suffered under the environmental destruction caused by Aether-mining. They are a force of primal, untamed fury, a reminder that the ocean still holds secrets that no amount of steam or magic can ever truly control.
