Shadow Step.When in dim light or darkness, Whisper-Silent can teleport up to 60 feet to an unoccupied space he can see that is also in dim light or darkness.
Assassinate.Whisper-Silent has advantage on attack rolls against any creature that hasn't taken a turn in the combat yet. Any hit he scores against a surprised creature is a critical hit.
Evasion.If Whisper-Silent is subjected to an effect that allows him to make a Dexterity saving throw to take only half damage, he instead takes no damage if he succeeds and only half damage if he fails.

Actions

Multiattack.Whisper-Silent makes three attacks with his Shadow-Daggers.
Shadow-Dagger.Melee or Ranged Weapon Attack: +11 to hit, reach 5 ft. or range 60/120 ft., one target. Hit: 8 (1d4 + 6) piercing damage plus 24 (7d6) necrotic damage.
Aether-Garrote.Melee Weapon Attack: +11 to hit, reach 5 ft., one target. Hit: 13 (2d6 + 6) force damage and the target is grappled (escape DC 18). Until the grapple ends, the target is suffocating and cannot speak or cast spells with verbal components.

Whisper-Silent

Whisper-Silent is the most feared enforcer of The Deep-Isolationists. A ghost in the tunnels, he is whispered to be a kobold who has partially transitioned into the Shadowfell, allowing him to merge with the darkness of the Deep-Strands. His mission is simple: eliminate those who threaten the secrecy and sovereignty of the Sub-Terran Accord.

He wears armor made of "Aether-cloth" that absorbs sound and light, making him almost impossible to detect even with magical means. He does not speak, communicating only through the cold efficiency of his blades.

The Hunt for Krik: Whisper-Silent's current primary target is Krik the Smuggler-King. The Isolationists view Krik's Undermart and his interactions with the surface as the single greatest threat to their isolation. Whisper-Silent has been tracking Krik through the Deep-Strands for months, waiting for the perfect moment to strike when the Smuggler-King is furthest from his loyal guards.

Combat Tactics: Whisper-Silent never engages in a fair fight. He strikes from the shadows, prioritizing targets that look vulnerable or those who appear to be the leaders of a group. If forced into a prolonged engagement, he will use his Shadow Step to reposition or flee, only to return when his enemies have let their guard down.
