Sly the Grinner

Title: Master of the "Lake-Rats"
Role: Sly is a wiry human with a permanent, unsettling grin. He leads the "Lake-Rats," a gang of children and teenagers who act as the town’s primary scouts and thieves. He is a master of stealth and knows every secret tunnel and hidden stash in Fortune's Lake.

Secret Motivation: Sly is a spy for the Grand Arcane Bank in Kigum. He provides the Bank with information on what the scavengers are finding, allowing the Bank to "pre-emptively buy" any artifacts that might be of interest to them. He is also responsible for "disappearing" any scavengers who get too close to the Bank’s secret operations in the Wastes.

Adventure Hook: Sly is "caught" stealing from Mordred and is sentenced to death. He manages to send a message to the party, promising them "the location of the Golden Vault" in exchange for their help in escaping.
