The Shadow Council is the secretive triumvirate that governs the Gilded Hand, the premier thieves' guild of Kigum. Operating from an ever-shifting headquarters known as "The Blind Spot," the Council ensures that the guild remains a sophisticated and indispensable part of the city's underbelly. They do not view themselves as common criminals, but as "alternative economists" who maintain the balance of power in a city-state dominated by the Grand Arcane Bank. The Council's primary directive is to ensure that crime remains "orderly"—preventing the violent street wars that would invite a crushing crackdown from the Arcane Guard.
The Council is composed of three distinct roles: The Weaver, The Phantom, and The Fence. The Weaver is the guild's political heart, managing an vast network of spies, blackmail, and coerced favors that reach into the highest levels of Kigum's nobility and the High Council of Mages. The Phantom is the operational arm, a master of physical security who plans the guild's most daring heists and maintains the "Silent Code" among the rank-and-file thieves. The Fence is the economic mastermind, responsible for laundering millions in stolen gold and unrefined Aether crystals back into the legitimate market through a series of shell companies and front businesses.
The identities of the Shadow Council members are the most closely guarded secrets in Kigum. It is rumored that they are not just criminals, but high-ranking members of society who use the Gilded Hand to further their own political agendas. The Council maintains an uneasy, unspoken truce with the city's official authorities; in exchange for keeping violent crime and "unauthorized" thievery to a minimum, the Arcane Guard often turns a blind eye to the Council's more subtle operations. This delicate balance of power is currently threatened by the rise of the Void Gazers, whose chaotic and destructive goals are incompatible with the Council's desire for a stable, profitable city.
