Sister Steel

Title: Priestess of the Great Forge
Role: Sister Steel is a dwarf who believes that the "Great Forge" (the city’s central refinery) is a living deity. She leads a small but dedicated cult of workers who worship the refinery and believe that their labor is a form of prayer. She is a woman of great charisma and is seen as a spiritual leader by many of the city’s poor.

Secret Motivation: Sister Steel is being manipulated by a "Voice in the Flame"—actually the spirit of Ignis-Kaan. The dragon is feeding her "visions" of a world purified by fire, and she is preparing her followers for a "Grand Sacrifice" in the Great Forge. She believes she is saving her people, but she is actually leading them to their deaths.

Adventure Hook: Sister Steel’s followers begin "disappearing" into the refinery. The party is hired by a worried family member to find out what's happening and stop the "Grand Sacrifice" before it begins.
