Secret Motivation: The Baroness is a member of the Obsidian Scale, but she is also a pragmatist. She wants the dragons to return so she can rule as their primary human regent. She is using her wealth to fund the cult’s operations and is currently working to "privatize" Steamfort’s military, effectively turning the Iron Guard into her personal army.
