History

The Whisper-Wards are a series of interconnected, densely packed subterranean districts in Kigum that have entirely succumbed to the Whispering Sickness. Once a bustling, chaotic hub of the working class and the black market, these wards fell within the first few months of the plague. The Arcane Ascendancy, unable to contain the spread, simply sealed the massive blast doors leading to these districts, abandoning thousands of citizens to their fate and officially declaring the area a quarantine zone.

Key Features

  • The Unnatural Silence: Despite housing thousands of people, the Wards are terrifyingly quiet. The hum of machinery and the chatter of commerce are gone. The only sound is the collective, rhythmic murmuring of the infected—the "Walkers"—who wander aimlessly through the streets or stand completely still, staring at the walls, listening to the Lich's broadcast.
  • The Cult Shrines: The Obsidian Scale operates openly here. Improvised shrines made of black glass, bone, and melted copper are erected in public squares. High-ranking cultists preach the virtues of eternal stillness to throngs of unblinking, infected citizens.
  • The Sealed Gates: Massive, adamantine blast doors, heavily warded with Ascendancy magic, lock the Wards from the rest of the city. Bypassing these gates requires extreme stealth or immense magical power.

Hazards

  • The Horde: The Walkers are generally non-hostile unless provoked or directed by a cultist. However, making loud noises or casting bright magic will snap hundreds of them out of their stupor, causing them to swarm the players in a mindless, crushing mob.
  • Psychic Resonance: The Lich's broadcast is incredibly strong here. Players must make regular Wisdom saving throws or suffer hallucinations, paranoia, and eventually risk becoming infected themselves.
  • The Flesh-Stitcher's Traps: The mad surgeon uses the Wards as his hunting ground, leaving gruesome, alchemical snare traps to capture prime specimens for his experiments.

Local Factions

  • The Obsidian Scale: The cult has absolute control. They patrol the streets in heavy, sound-dampening armor, executing anyone who shows signs of breaking the trance.
  • The Scavengers: A few desperate, uninfected individuals survive in the Wards by wearing heavy lead helmets to block the signal. They are paranoid, heavily armed, and will fiercely defend their hoards of scavenged food and clean water.
