Overview & Aesthetic
The Smog-Tiers are the middle-class residential and commercial levels of Steamfort, situated above the industrial hell of the Iron-Grip District but below the pristine luxury of the High-Steam Tiers. The "sky" here is a thick, yellow-grey haze of industrial pollutants that never truly clears. The buildings are tiered, with narrow walkways connecting balcony-streets. It is a place of constant motion, filled with merchants, low-level bureaucrats, and the constant hum of domestic steam-appliances.
History & Lore
Originally designed as the "Gold-Tiers" during the city's founding, the area was quickly overtaken by the pollution from the growing factory levels below. The wealthy fled upward, leaving the district to be colonized by the emerging middle class of foremen, shopkeepers, and technicians. Despite the pollution, it remains the commercial heart of the city, where one can find almost anything if they have the coin.
Points of Interest
- The Filter-Plaza: A rare open space featuring several massive, experimental air-purification towers. These towers are the only places where the air is truly breathable without a mask.
- The Merchant's Walk: A mile-long stretch of connected balconies housing hundreds of small shops, from exotic spice merchants to second-hand gear-smiths.
- The Syndicate Administration Annex: A heavily guarded building where taxes are collected and business permits are issued (or denied).
- The Hanging Gardens: A pathetic attempt at greenery, where bioluminescent moss and hardy, soot-resistant fungi are grown in tiered metal troughs.
Local Factions & NPCs
- The Guild of Merchants: A powerful trade union that tries to maintain its independence from the Syndicate through bribery and political maneuvering.
- The Smog-Runners: A gang of agile street-urchins who deliver messages and light goods across the tiers, avoiding the congested walkways by climbing the exterior pipes.
- Overseer Hesper: A mid-level Syndicate bureaucrat who is secretly sympathetic to the plight of the lower tiers.
Environmental Hazards / Mechanics
- Choking Haze: Visibility is limited to 60 feet. Long-range attacks beyond this range have disadvantage.
- Verticality: The district is a maze of stairs, ladders, and elevators. Falling from a walkway usually results in landing on a lower tier 30-50 feet down, rather than hitting the ground.
- Corrosive Rain: When the humidity gets too high, the pollutants in the air condense into a mild acid rain. Every 10 minutes in the rain deals 1 acid damage to exposed metal and leather gear.
