Overview & Aesthetic

The High-Steam Tiers represent the pinnacle of Steamfort's wealth and technological achievement. Situated above the smog, the air here is crisp, clear, and scented with expensive perfumes and ozone. The architecture is a breathtaking display of polished brass, white marble, and reinforced glass. Steam-powered elevators glide smoothly between levels, and the streets are paved with clean, decorative tiles. At night, the tiers are illuminated by thousands of soft, golden Aether-lamps, making it look like a crown atop the city.

History & Lore

Built during the "Second Industrial Bloom," the High-Steam Tiers were designed as an exclusive enclave for the Syndicate executives, high-ranking engineers, and the city's social elite. Every brick was laid with the intent of creating a paradise that could ignore the suffering of the levels below. It is the seat of political power in Steamfort, where corporate wars are fought with contracts and poison rather than wrenches and steam-hammers.

  • The Vane Estate: The former residence of Elias Vane, the city's founder. It is a sprawling palace of clockwork wonders and secret passages.
  • The Azure Observatory: A massive glass dome at the highest point of the city, used for both astronomical study and for executives to look down on their "kingdom."
  • The Syndicate High Council Chamber: A circular hall where the heads of the major mining and manufacturing guilds meet to decide the city's fate.
  • The Gilded Promenade: A luxury shopping district where even the simplest items cost more than a miner earns in a year.

  • The Syndicate Executive Board: The ruthless corporate leaders who control the city's economy and military.
  • The Brass Guard: An elite unit of enforcers equipped with the most advanced (and aesthetically pleasing) Aether-tech.
  • High Artificer Valerius: A brilliant but arrogant scientist who oversees the city's most sensitive projects.

Environmental Hazards / Mechanics

  • Arcane Wards: The entire district is covered in "Peace-Wards." Casting a harmful spell or drawing a weapon in public instantly alerts the Brass Guard.
  • Social Pressure: Charisma-based checks against high-society NPCs have disadvantage unless the characters are dressed in "Appropriate Attire" (worth at least 100gp).
  • High-Speed Lifts: Combat on the moving elevators involves high-speed movement and the risk of being thrown off the edge.
