Appearance

Grand Overseer Malakor is an aging, perpetually exhausted-looking human who holds one of the highest bureaucratic offices in Steamfort's sanitation and infrastructure division. He is thin and frail, with a receding hairline and thick spectacles that magnify his bloodshot eyes. He dresses impeccably in the drab, gray uniforms of the civil service, adorned only by the heavy brass chain of his office. His fingers are constantly ink-stained, and he carries an immense stack of ledgers and requisition forms wherever he goes.

Personality

Malakor is the embodiment of the banality of evil. He is not a mustache-twirling villain; he is a cold, calculating bureaucrat who prioritizes ledgers over lives. He views the citizens of the lower wards simply as statistics. He speaks in a dull, monotone voice, burying horrific decisions beneath layers of bureaucratic jargon, policy citations, and budget constraints. He genuinely believes that sacrificing the few to maintain the operational efficiency of the many is a noble, necessary burden he must bear.

Secret Motives

Faced with a massive budget shortfall and a failing Aether-filtration system, Malakor signed the order to secretly vent toxic, unprocessed Aether-sludge directly into the lower residential sewers rather than halting factory production. His motive is simple self-preservation and career advancement; he wants to maintain Steamfort's economic output to secure a seat on the High Council. He is desperately trying to cover up the leak and the subsequent mutation of the Sludge Behemoth before the Inquisition discovers his negligence.

Combat Tactics

  • The Meat Shield: Malakor is absolutely useless in a fight. He has terrible physical stats and no combat abilities. If confronted, he immediately cowers behind his heavily armed, Syndicate-bribed bodyguards.
  • Bureaucratic Delay: He uses his turns to shout orders, call for reinforcements via a magical communication badge, or attempt to negotiate using city funds.
  • The Escape Hatch: His office is rigged with multiple hidden exits. If his guards fall, he will pull a lever to drop a heavy iron portcullis between him and the party, then flee through a secret pneumatic tube to a secure safehouse.
  • The Pen is Mightier: If he cannot escape, he doesn't fight; he surrenders immediately, offering to sign full pardons for the party or grant them access to highly restricted city vaults in exchange for his life.
